Development of Community facilities/services.
Pembury Circus
Primera Corporation was commissioned by Peabody Trust Ltd to produce an options based report recommending how to develop Pembury Circus Community Facilities as a self financing community centre.
The proposal presented by Primera Corporation proposed a three phase approach to delivery:
• Community Aspirations for a new facility.
A walkabout was undertaken of the estate to ascertain the current arrangements and facilities in place. Desk research was undertaken to assess the services and facility the community would want to see offered at Pembury Circus, how they could be funded and if sustainable in the longer term.
This area of work would be underpinned with a review of the Community Development Plan and Development Brief to analyse proposed service areas and current activities.
• Models of Best Practice
The second phase was to identify 3 existing facilities, how they operate, lever in funding and manage the centres. The aim was to highlight areas of best practice but to also identify what hasn’t work well and why.
This activity was to help shape and influence the options appraisal in recommending a way forward
• Financial Planning and Viability
The third and final phase analysed information brought together information from phase I and II, exploring financial options to develop a sustainable model for Pembury Circus.
This element has helped identify funding streams, room configuration and capacity within the centre and core service areas to be delivered. The options appraisal undertaken provides three proposals and a rationale to justify why it has been proposed. A risk analysis and then be undertaken to assess viability and sustainability to reach an overall conclusion and desired option for recommendation.
